Looks like this is a dead project for the developer. The idea of this plug in is fantastic and what I'm looking for, however not an update since Oct 18, 2008 (see above - Alpha). The plug in broke my template.
Once installed it changes the charset of my site site from charset=utf-8" to charset=us-ascii".
This caused text to display strange characters and really messed the site up. It could also explain some of the other complaints that have been reported here.
I did not notice any change in performance to the site either. As far as condensing the CSS files, all it did was make some goofy names for the existing files. Making it very hard to use webmaster tools to find and fix CSS issues.

This is the single component everyone needs to speedup joomla lods times.
Of course, you'll need others extensions to do others things, but to join files and set a future expire ETtag and reduce HTTP requests and minimize bandwich use, this is an Amazing too.
There's a few features you must take care about and work with this plugin in DEBUG mode first, and when you fix all insues in your custom website code, you can trust fullfiled on this extension.

I think the importance of this type of module cannot be underestimated. A utility to dynamically merge .CSS files into a single .CSS file would definitely improve the performance of many Joomla themes. Techniques to reduce the human readable comment (without any other change) would also be useful. Fine grain control of what techniques are used to polish Joomla's output is a must.
Unfortunately PHP Speedy Plugin for Joomla 1.5 is very alpha at this stage. I look forward to seeing it work on commercial complex themes.

After painstakingly going through my website, database, server and just about every fine detail, I managed to narrow it down to this module. I couldn't figure out what the problem was but the second I uninstalled the plugin the problem was corrected.
On the other hand I did notice an increase in the download speed of my site.
