There are some configuration options available, active hours, time until popup, reset the timer for every page or have the timer popup only after so long regardless of pages looked at, as well as have the popup appear only once.
The popup allows for 2 pages. In our Meebo chat popup example, use the first page to let your visitor accept the chat session you're offering. In the second page use the Meebo (or other embedded code) to engage in chat.
Note: this could also be set up as a chat request module, much like Live Person.

This module allows after a certain time a popup window (or a div layer) to appear asking if live chat is needed.
The HTML can be fully customized to suite your needs. I tested it with Meebo and it worked with not much fiddling. You can also set up a link that activates the script.
I find this module useful but it appears to be not very intuitive and user friendly despite the creators' explications.
