note that when the admin choose to disable mootools.js, this will only work for the (com_content) pages, which include the frontpage, and the blog-type pages. if there is another page which have an extension that require mootools to work, then mootools.js will be included in that page.
in the demo page, if you (view page source) from the browser, you will notice that there is no mootools.js in the header, this was accomplished by using this plugin

Does what it says. Dead simple to install and use.
I wish it could detect and control ALL the scripts used in a joomla website - not just Mootool.js and caption.js
