You can use this plugin with CONTENT SUBMIT - by Section/Category Component.

This plugin restrict users for editing and publishing only to the section and category which is defined by CONTENT SUBMIT

You can also give permission which users are restricted for that using the plugin settings

Finally a way to use the joomla content with a lot of users

I was waiting for this solution a lot... Really would like this possibility could appears with new Joomla 1.6 and its ACL resources.
