This may not work on all sites depending on the hosting environment.
I've tried the plugin and it works fine, but nothing new because you can manage the way your joomla displays the system notices:
just go to global config > server > error reporting and choose the level you need.

The setting of error reporting only sets the level of reporting not if it should be displayed or not. That is the purpose of the plugin. The plugin is also meant for end-users to display possible warnings/errors when their site by default has display errors set to off without having to go into a php.ini or htacess file. Thanks.
