The plugin works properly, it modifies the time offset parameter depending of the value of date('I').
The only problem is that all previously created article time will be modified when the change occurs. Like when you change the time zone +/-1 hour on the control panel/server settings.
The advantage of this plugin is that you don't need to manually change the time zone. :)
