To get the entire url, you can just open the page via the preview link and copy the link from the address bar.
I have only one suggestion:
The TOC should be as a module, so I can get it out of the article.
Why?
When I use a picture as an entry in the next page which does not fit side by side with the TOC, I have a lot of blank space.

As for Your suggestion: this plugin is intended to be (nearly) 100% compatible with Joomla! standard one and therefore it uses the built-in TOC functionality. But unlike the standard plugin this one is highly customizable, You can modify freely HTML and CSS it uses to render itself using Your template (s. Template Overrides in the project Wiki), changing visual placement of the TOC there wouldn't be too complicated.
Imagine having 20 pagebreaks before reading the articel :)
I gave a try on this one and its really doing the stuff as long as You dont use pagebreaks.
So unfortunaly I can not use it for my purpose.
