I was looking around today for a comment system. Decided to try this out. Had to search a minute or two for the correct downloadlink which is in fact here: http://joomlacode.org/gf/project/coaddons/frs/ called MosCom
I installed the component and the plugin as well, published the plugin and voila, a working comment system.
No issues at all, working right out of the box.
The admin part has sufficient features to control the comment system.
Con: No integrated Captcha (unless i overlooked it).
However you can review comments before publishing and let only registered users make comments.
To get a site going I'll want public to comment but not bots and spammers, so I think a captcha is important.
The install is very simple. The simplicity of it might confuse people :)

It does have captcha but invisible one so your user don't have to be trouble with the captcha image but the invisible captcha will protect your comment from automate bots and spammers.
