I found only bn-BD_Joomla_1.5.14-Stable-Full_Package.rar is workable which is 6 MB in size.
Usage:
Unzip the whole zip file to a folder and from there install joomla. In this installation go to the back end and select Bengali(Bangladesh) from the Language Manager.
Now you can use Bangla. One thing is notable, please give a link to your user to download your bengali fonts.
