It is perfect: I create a submenu "content submit" "computer", the user can only write an article "computer"
I create a submenu "content sumit" "travel", the user can only write an article "travel"

more :"JCE" fits "content submit"
+ i can change the language in French such as copying "language \ fr-FR \ en-FR.com_content.ini" and rename it to "language \ fr-FR \ en-FR.com_contentsubmit.ini"

But as some people have no right to write an article "travel" but only "computer" I use the component JUGA.

So with "ContentSubmit" and "Juga" sir "X" only written "computer" articles and lady "y" written only "travel" articles

I recommend Content Submit(and JUGA, for those who want to manage permissions for users) for the stability of the component and professional support of Dioscouri
