When users click on one of your custom tag, they are redirected to the search page with results for this tag. If you choose so generate tags from Joomla article title or Joomla article metadata, the users can link through to the article details page.
From the back-end you can set up the limit of tags number and even choose some desired Joomla articles by entering the article itemid separated by comma.
