The heart is there, but the implementation isnt quite yet, at least for creating modules, which is what I was looking for.
The first clue is that you have to download and manually copy files around to include the necessary templates into the application to create a module. This takes some reading and a little bit of trial and error.
The module creator is actually an add-on to the IDE and when selected pops up in a new window. (Its a local program, not web based).
Little things like being able to add a parameter and not remove it, clicking export and playing the folder game each time to tell it where to go are all signs of early development and will hopefully improve over time.
Im not sure why, but I experienced locked file issues when trying to delete test modules and in Joomla got an error saying the files/folders still exited after deleting and reinstalling a different module version. I created the same name and files by hand and install/reinstalled with no prob and decided it was time to move on.
I like the standalone, not on the web app for this and I think with more work on functionality and user experience this could do well, but for me, it falls just short.

It is more than excellent (provides even more than I can expect for a free Joomla tool such this one compared to paid one). What I like most is its offer to generate Joomla Module in different version & save a lot of time to create all neccessaries parameter for your own new module, esp. for list, radio type etc.
Though I have not made any module by this. This seems that an excellent brain behind this.
