Sorry you don't see any use for 4LOGS. Indeed, its purpose is to view and manage log files generated by Jooomla and extensions running on your site, not PHP.
I am happy that you only have Joomla updates log files there but even Joomla will sometimes have errors logged and many extensions log precious information using Joomla logging system: the Akeeba extensions, our own 4SEO, sh404SEF or wbAMP, the Perfect Web Teams extensions, Virtuemart, Acymailing, Fabrik,...
These are just a few examples from my local test websites, most larger extensions do produce operation and error logs.

That said, showing the PHP error log files could be interesting, unfortunately these logs are not readable from PHP on many shared hosts. In addition, they are often very large and compressed, meaning they'll be rather slow to uncompressed and display. That said, I have taken note of the suggestion.
